Connecting Haiti’s Public Hospitals to a Clearer Picture

Monitoring a national health programme more than 70% of public hospitals is like completing a puzzle while half the pieces sit in other rooms. Without a reliable view of what is happening and where, decision-makers cannot act on what they cannot see.

MESI : Monitoring, Évaluation et Surveillance Intégrée is the applications platform behind Haiti’s national HIV response. Solutions S.A. designed it, built it, and maintains it for the Ministry of Public Health’s Programme Management Unit. Twelve applications sit under one portal: aggregate reporting, case notification, laboratory results, epidemiological surveillance, human resources for health, and the register of orphans and vulnerable children.

More than 700 health facilities report epidemic cases through it, cholera among others , across all ten of the country’s departments, and the platform now reaches more than 70% of Haiti’s public hospitals. Offline entry keeps a site working when its connection does not, and platform data flows to the national DHIS2 instance through the health information exchange we also built.

Work began in 2003 with the monitoring database for the national VCT/PMTCT programme and has continued without interruption since: nationwide deployment to care sites in 2008, mobile data entry in 2012, integrated epidemiological surveillance in 2013, and annual development to this day.

Within one year, mother-to-child HIV transmission reportedly fell from 50% to 10%. Behind that figure are thousands of families and twenty-three years of a system that has never stopped running.

Increasing Municipal Revenue by Over 480%

Municipal revenue is never simply a figure on a balance sheet. It becomes a repaired road, a working public service, an investment a commune can finally make. But a municipality that cannot see its own property base cannot plan, cannot budget, and cannot account for what it collects.

Solutions S.A. designed and built CIVITAX in 2012 with USAID support, and transferred the rights to the Haitian government in October 2014. We have maintained and deployed it ever since. The system builds and maintains the municipal property valuation roll, supports revenue mobilization, and carries the municipal budget through its full cycle : entry, approval tracking, publication, execution reporting, and publication of results.

Across thirteen communes it holds a roll of more than 106,000 buildings, operated by 129 municipal staff in six roles: administrators, enforcement officers, supervisors, data entry operators, surveyors and tax agents.

USAID reported that revenue in Carrefour, the largest deployment at 49,546 buildings, rose by more than 480 percent

From Intake to Settlement, Without Losing the File

An insurance claim rarely travels in a straight line. Between submission and settlement it passes through intake, processing, verification and liquidation, and a detail lost at one stage is a payment delayed at the next. Financial processes break where information changes hands.

Solutions S.A. built the claims management system that carries that chain end to end. Each stage is tracked, and daily performance monitoring tells an operations team where every file actually stands not where it was supposed to be.

The system is in production today, processing claims daily across all four stages.

One Platform, Seven Deployments, Twelve Years

A harvest passes through many hands before it reaches an export container. Agricultural value chains fail at the handovers: each transfer is a point where records are lost, losses go unrecorded, and traceability breaks somewhere between the farmer and the buyer.

Solutions S.A. built Agrotracking in 2013: a web portal, an Android application, and a local application that synchronizes with the portal when a connection is available. It geo-references producers and their plots, generates a lot code for every unit acquired or processed, tracks each transport and processing step while identifying losses at each one, and settles payments in cash, on credit, or through mobile money.

The platform has been redeployed seven times in twelve years, for different crops and different funders: the ministry fruit and vegetable pilot, FINCA, Feed the Future Partnering for Innovation, Chemonics under USAID’s Chanje Lavi Plantè, Heifer International e, and Agri Supply/Frager for vetiver.
